he Tampa/Hillsborough County CoC Standing Committees are the “working bodies” of the CoC meaning the work of recommending and developing CoC-wide policies and procedures, processes and standard performance outcomes to be implemented begins with and is designated to the applicable committee. The recommendations from the committees are vetted by the CoC Executive Planning Committee with the THHI Board of Directors being the final decision making body, as outlined in the Governance Charter.
Below please find a list of committees, the committee purpose, meeting date, time and location. Visit each committee’s page (coming soon) for more information about the committee members and meeting notes.
Executive Planning Committee
The Executive Planning Committee of the CoC shall administer the goals and objectives of the CoC as set forth by its mission statement to include reviewing community-wide policies, planning of activities, identifying key stakeholders, expanding and maintaining active and diverse membership, and identifying additional resources necessary to address homelessness within the Tampa/Hillsborough County CoC in alignment with the community strategy and federal, state and local regulations. All recommendations made by the CoC Standing Committees are vetted by the CoC Executive Planning Committee and then forwarded to THHI’s Board for final determination of implementation approval.
Meets: 3rd Wednesday of each month from 10 a.m. to 11:30 a.m. at The Agency for Community Treatment Services (ACTS), 4612 N. 56th Street, Tampa, 33610.
The Coordinated Entry Committee shall guide the operation and course of the coordinated entry structure and determine how the system will address the needs of homeless individuals and families.
Meets: 3rd Thursday of each Month from 11 a.m. to 1:30 p.m. DACCO’s Community Housing Solutions Center, 3630 N 50th St, Tampa, FL 33619.
The Outreach Committee shall work to identify and provide street outreach services to homeless individuals and families. The committee also works to identify and invite homeless and formally homeless individuals as representation on the Consumer Advisory Committee.
Meets: Second Monday of every month from 9 a.m. to 10:30 a.m. at 1800 Orient Rd, Tampa, 33619.
The Outreach Committee also organizes at least one community outreach effort each month in selected areas throughout Hillsborough County.
Point in Time
The PIT Committee coordinates the implementation of the yearly HUD-mandated homeless count, identify deployment sites, recruit and train PIT volunteers, maintain and design PIT surveys and processes, work with UNITY on PIT data collection and analysis, and provide quality control.

The PIT Lead Committee meets monthly (TBD) June – December, and more frequently during January and February. The above dates represent the remaining meeting dates for the 2018 planning.
Ranking and Review
The Ranking and Review Committee shall establish performance measurements (work with UNITY Advisory Committee for HMIS implementation) and review the performance of organizations that are receiving funds, evaluate grant applications by conducting an objective review (based on performance measurements) and determine the ranking and scoring of each proposal, and provide recommendations to THHI Board of Directors.
Meets: 2nd Thursday of every month, 2:30 p.m. to 4:00 p.m., Francis House, 4703 N Florida Ave, Tampa, FL 33603.
The Service and Delivery committee shall review available CoC services, identify gaps within the system, evaluate the effectiveness of service delivery methods, and provide recommendations for CoC improvements to the Executive Planning Committee.
Meets: 1st Tuesday of Every Month at 10 a.m. at Project LINK, 1315 W Spruce St., Tampa, FL 33607.
Comprised of representatives from the school district, foster care system, youth-focused medical services, law enforcement, youth service providers, and the faith community; the committee works to assess the UAY population and develop a plan to address their needs for stable housing, transportation, jobs, education, health care and supportive relationships.
Meets: 1st Thursday of Every Month, immediately after the CoC Meeting (approx. 10:30 a.m.) at ACTS, 4612 N 56th Street, Tampa, 33610.
The UNITY Advisory Committee’s purpose is to provide guidance and oversight on the UNITY Information Network (Homeless Management Information System – HMIS) activity. The committee focuses its oversight on data entry participation and compliance, policy development, data quality and reporting guidance, grievances and appeals.
Meets: 4th Wednesday of every other month (Feb, Apr, Jun, Aug, Oct, Dec) at 2:00 p.m. at Catholic Charities, 2021 E Busch Blvd, Tampa, 33612
The Veteran Leadership Committee assists with the development and implementation of a community response, including the development of processes and data analysis, needed to effectively end homelessness among Veterans.
Meets: 4th Tuesday of each Month, 11:00 a.m. to 12:30 p.m. at Tampa Crossroads, 5109 N. Nebraska Ave., Tampa, 33603
The consumer advisory committee shall be comprised entirely of homeless and formerly homeless persons. Identify and quantify the needs of the CoC population and make recommendations, as appropriate, to the Service Delivery Committee and CoC Lead Entity.
All CoC Committees adhere to the Tampa/Hillsborough County CoC Governance Charter (LINK) and the CoC Committee Standards (Coming Soon) as approved by the Executive Planning Committee.
Anyone may attend a committee meeting, however only committee members may vote.
