FY2017 – HUD-CoC Program Competition

HUD released the FY2017 HUD-CoC Program Competition NOFA on July 14, 2017.

As part of THHI’s 2017 Universal RFP process, THHI, as the lead agency and Collaborative Applicant, released the following documents for the FL-501 Tampa/Hillsborough County HUD-CoC Program Competition on Thursday, July 27, 2017:

A mandatory workshop for all CoC Renewal Projects was held on July 28, 2017.  Following the workshop, the following documents were provided to all agencies with CoC Renewal projects:

Questions and Corrections
Questions received by THHI related to the renewal application and scoring process are being provided to all renewing agencies, updated at least weekly from the receipt of the first question.

As a result of questions, the following documents required corrections, which have been sent directly to all renewing project contacts on 8/15/17:

*an excel version was provided to all renewal projects via email

Notice to Project Applicants of Inclusion/Exclusion
In accordance with the FY17 HUD-CoC Program Competition NOFA that all projects be notified no later than 15 days before the FY 2017 application deadline of their inclusion in the CoC’s FY2017 HUD-CoC Application, the Tampa Hillsborough Homeless Initiative as the lead agency and collaborative applicant for the Tampa/Hillsborough County CoC will notify all projects in writing via email by September 12, 2017, and will post the list of Inclusions/Exclusions here by September 13, 2017.

UPDATE (10/11/17):  On September 12, 2017, THHI sent the FY17-Notice-of-Inclusion-and-exclusion-Final-081217 to all new and renewal project applicants.

 

(UPDATE 10/11/17) – FL-501 – FY2017 – HUD-CoC Application – HUD Approved Extension
On September 15, 2017, due to Hurricane Irma and our community being declared a Major Disaster by the President under Title IV of the Robert T. Stafford Act, THHI submitted a request for an extension.  The CoC Program NOFA states that CoCs included in an area with a Major Disaster Presidential Declaration may request the extension under this circumstance.  On September 21, 2017, HUD notified THHI of approval of the extension request and setting a new submission deadline for the Tampa/Hillsborough County CoC Collaborative Application to be November 2, 2017, 5:00 PM.D approved our extension request.  HUD closed access to the esnaps Collaborative Application for all CoC’s at 8:00 PM on September 28, 2017.  For CoC’s granted extensions, access to esnaps was not re-opened until October 10, 2017.


FL501 – FY2017 – Project Priority Listing with Tiers and Scoring Summary
The  FY17 – Project Priority List with Tiers and Project Scoring Summary was determined based on the criteria and processes established in the FL-501 – HUD-CoC Program New and Renewal Application Process (see link above at top of page) regarding the priority list placements.  This document shows

1) Where each project was placed on the Project Priority List based on the Project’s Overall Performance ScoreCard score, with the corresponding Tier 1 / Tier 2 placement.

2) The scores given to each renewal projects for each of the scored items. Performance scoring was based on HMIS APR data as scored by the CoC Ranking and Review Committee members.

The Project Priority List was approved by the Tampa Hillsborough Homeless Initiative Board of Directors prior to submission in the final Application.

Any renewal project staff that would like to review their Project’s Performance ScoreCard, as scored by the CoC Ranking and Review Committee members, may do so by contacting THHI staff liaison to set up an appointment.

FL-501 – FY2017 – HUD-CoC Application – Priority Listing and DRAFT Application Posting
THHI, as the Collaborative Applicant for the Tampa/Hillsborough County CoC’s FY2017 HUD-CoC Program Competition Application, will post a draft of the FY17 Consolidated Application to our website on September 14, 2017. UPDATE (10/11/17):  Due to the approved HUD extension, the posting of the draft Application has been postponed and the date it TBD.

The posting will include the three (3) parts of the Consolidated Application:

The Consolidated Application consists of 3 parts:

  1. Application
  2. Project Priority Listing
  3. Project Applications

THHI invites CoC members, community members and key stakeholders to review the Consolidated Application documents and provide feedback.  THHI will accept written feedback submitted via email to info@THHI.org.

The draft application has been posted for community review, which can be viewed at http://thhi.org/fy2017-hud-coc-program-competition-consolidated-application/  THHI will submit the Consolidated Application by the extension deadline of 5 p.m. on November 2, 2017.  After the submission, THHI will post the full and final submitted application and project applications.

FL-501 – FY2017 HUD CoC Program Competition – FINAL Consolidated Application Submission
THHI, as the lead agency and designated Collaborative Applicant for Tampa/Hillsborough County CoC (FL-501), will submit the Consolidated Application to HUD by 8 p.m. deadline on September 28, 2017. UPDATE (10/11/17):  The Tampa/Hillsborough County CoC was grant an extension due to Hurricane Irma’s impact on our community.  Our new submission deadline is November 2, 2017, 5:00 PM.
