Definitions of Homeless/Homelessness

Different programs utilize different definitions of ‘homeless person’ based on the funder’s definition.  The most common definition of ‘homeless person’ for eligibility purposes for transitional and permanent supportive housing programs is HUD’s definition.

(NOTE:  The VI-SPDAT is posted to provide easy access to the form for those in the community that have completed a VI-SPDAT training.  The training is provided to ensure all persons completing the VI-SPDAT have a basic understanding and shared interpretation of this key community priority tool.  If you would like to be able to complete VI-SPDATs for the homeless persons you serve, please contact us to obtain training information.)
