Different programs utilize different definitions of ‘homeless person’ based on the funder’s definition. The most common definition of ‘homeless person’ for eligibility purposes for transitional and permanent supportive housing programs is HUD’s definition.

The training is provided to ensure all persons completing the VI-SPDAT have a basic understanding and shared interpretation of this key community priority tool.
